• In August 2022, the Financial Regulatory Commission (FRC), with support from IFC and development partners, launched the ESG and Sustainability Reporting Guidance for Mongolian Companies. Building on this foundation, IFC has continued to assist the FRC and the market through capacity-building and training activities, including the first systematic training to Mongolian listed companies in November 2024 under IFC-s Mongolia Green Finance Project, and by renewing an IFC-FRC partnership in June 2025 to deepen sustainable finance and align Mongolia-s ESG reporting framework with IFRS Sustainability Disclosure Standards (IFRS S1 and S2). This assignment aims to assist IFC in updating the Mongolia ESG and Sustainability Reporting Guidance to ensure alignment with IFRS S1 and S2, and to enhance the capital market-s ability to deliver high-quality sustainability reporting in accordance with international best practices. The revised Guidance is designed for listed issuers as well as financial and non-financial institutions operating in Mongolia. It will prioritize alignment with IFRS S1 and S2, while acknowledging the need for proportionality and a phased approach to implementation that reflects the capacity of the local market.IFC seeks a consulting firm (the Consultant) to work with it to support the update of the 2022 ESG and Sustainability Reporting Guidance to align with IFRS S1 and S2; to develop training materials; and to support workshops for dissemination and implementation.Specific objectives include: Develop a benchmarked, updated Guidance aligned with IFRS S1/S2 and informed by TNFD recommendations, with proportionality and a transition roadmap.Build capacity through organizing and delivering two in‑person trainings including a train‑the‑trainer (ToT) session.
