  • Expression of Interest are invited for Ulaanbaatar Urban Transport Solution Analysis. 1. Objective of the Assignment The objective of the assignment is for the Technical Consultant to assist IFC in its advisory mandate, with the final objective of defining the use of proceeds of the loan, assist the city on how to make the best use of the new rolling stock and help during the procurement process. IFCs advisory mandate will be implemented in two phases: 1. Phase 1 use of proceeds definition: IFC and the Consultant will analyse all aspects of the Project by conducting a technical analysis of the transport system, also covering gender issues in transport demand and use, and providing a brief assessment of Environmental and social risks linked to the bus system. These studies will inform IFC and the Client about the public transport network condition and needs, will analyse and evaluate different alternatives to improve the current situation, including number and phasing, and will define the technical specifications of the finally adopted solution, expected to be diesel, LNG, hybrid or electric buses or a combination of them. 2. Phase 2 Assistance during procurement: IFC will enter a loan agreement with the Client and will help them implement the transaction during the procurement process. The Consultant will contact different bus manufacturers and will advise on the bid conditions to attract the maximum number of bidders. The Consultant will also help define the evaluation criteria and evaluate the received proposals from a technical perspective. IFC is seeking a Technical Consultant to provide support throughout the two phases of the Project on all technical matters as provided in the summary of key tasks below. IFC now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expression of Interest (REOI). Please note firms may associate with other interested firms or individuals or subcontract them to enhance their qualifications. Firms that are determined to be qualified through this REOI stage will be invited to submit proposals for the Request for Proposals (RFP) that will be issued at a later date. Key tasks for the Technical Consultant will include: In Phase 1 1. Public transport Demand / Supply diagnosis: conduct a review of existing information and propose some additional field work if necessary. Provide recommendations based on KPIs like coverage, headways, speed, accidents, quality of service, emissions, gendered mobility usages, etc, compared to similar cities and identify current and future gaps in the service, based on future plans. 2. Proposal evaluation: the Consultant will propose different rolling stock solutions, which might also include some punctual infrastructure, and will evaluate them from a functional, economic and environmental perspectives. As a consequence, a proposal will be sent to the Client. 3. Use of proceeds definition: once the final solution has been agreed with the Client, the Consultant will draft the technical specifications according to the local needs and the state-of-the-art technology, contacting different manufacturers to try to be as inclusive as possible, avoiding the exclusion of products that may fit the Clients needs. In Phase 2 1. Provide technical inputs to the different sections of various tender documentation i.e. request for prequalification, development of pre-qualification criteria, due diligence memorandum, request for proposals or design of the bid evaluation criteria 2. Help the client during the procurement process answering technical questions from potential bidders 3. Review and evaluate the received technical proposals, issuing a final report. 4. Advise in technical matters in the contract signing with the provider. 2. Expected documents in the EoI Responses shall not exceed 25 pages. If the submitted response exceeds 25 pages, IFC reserves the right to read only the first 25. Three sections are expected to be included: 1. Experience in similar projects regarding urban transport planning and diagnosis, especially involving buses, in the last 10 years. 2. Experience in Mongolia and countries in Central Asia and/or regions facing extremely cold winter temperatures in the last 10 years. 3. Experience of the potential team members, with a special focus on local experts and local language capabilities (Mongolian), and mobilizable gender/E&S specific expertise. The companies showing the best fit for the project, especially regarding proposed staff, will be shortlisted and invited to take part in the bidding process. Publication Date: 28-Sep-2022.
