  • Expression of Interest are invited for Strengthening International Trade and Logistics through PSP in Mongolia and Pre-Feasibility Study for a Dry Port in Zaminn Uud. Mongolia's main trading route is the NorthSouth corridor, from Altanbulag on the northern border with the Russian Federation to Zamiin Uud (ZU) on the southern border with the PRC. In terms of volumes and growth prospects, however, the segment linking Ulaanbaatar (UB) to ZU (the ยซ China trade corridor ยป) is the most important. It is connected by railway and by road, further to the completion of a highway. Improving trade and logistics is a high priority agenda for the Govt of Mongolia. The World Bank is committed to assisting the authorities in this effort. Five key issues have been identified that need to be analyzed: (a) International trade, including international cooperation and border management; (b) Transport sector operation (railway, roads); (c) Logistics sector operation; (d) Dry port feasibility; and (e) Private sector participation. The purpose of this assignment is to carry out an analysis of these issues in relation to the trade corridor linking UB to PRC. The attached TORs are indicative and may be adjusted when the Request for Proposal is issued. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET - Mongolia: Infrastructure Governance Diagnostics and Pre-Feasibility of Private Sector Participation in Logistics Infrastructure ELIGIBILITY The assignment requires that the selected firm(s) assemble a team comprising technical specialists, administrative/logistical support staff, along with local consultants from China or Mongolia as appropriate. The Key experts will be expected to travel to several locations in Mongolia and China. A significant number of members of the team need to be fluent in Mongolian. Having team members fluent in Chinese will be an advantage. At Expression of Interest stage, please limit the length of the EoI submission to 50 pages. Requested team composition: Key expert must include, but not limited to: (1) Team leader with experience in international trade along corridors and regional integration, as well as on the implementation of a dry port project in another landlocked country (2) Logistics Expert (3) Rail Freight Expert (4) Customs and Trade Facilitation Expert (5) Legal Expert with experience in PPP in the infrastructure sector Publication Date: 07-Apr-2022 Expression of Interest Deadline: 28-Apr-2022
