• Description:
• Tenders are invited for Reconstruction of Route UB-Darkhan Road. 1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) under Loan 3679-MON towards the cost of the Regional Road Development and Maintenance Project. Part of the proceeds of these loans will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Road and Transport Development of Mongolia ("the Employer") now invites sealed bids from eligible bidders for the work below. No. Contract name Contract Description Contract period 1. Reconstruction of Route UBDarkhan road: Lot CW1-2: 45.5 km road section from North of Khar modot pass to Urikhan 45.5 km asphalt paved road reconstruction, including bridges, pipe and box culverts, earth works, and pavement 24 months 2. Reconstruction of Route UBDarkhan road: Lot CW1-4: 45.08 km road section from Sumber intersection to Tsaidam valley 45.08 km asphalt paved road reconstruction, including bridges, pipe and box culverts, earth works, and pavement 24 months 3. Open Competitive Bidding (International advertisement) will be conducted in accordance with ADB-s Single-Stage: One-Envelope and is open to all bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding. Item Qualification Criteria (US$ million) Lot CW 1-2 Lot CW-4 Minimum Average Annual construction turnover within last 3 years 13.89 12.67 Minimum financial resources 2.32 2.12 Contracts of Similar Size and Nature 9.30 8.45 Construction Experience in Key Activities (asphalt paved road) 25 km x 2 lines 15 km x 4 lines 25 km x 2 lines 15 km x 4 lines The following special permits or licenses required for execution of the construction and maintenance works in territory of Mongolia are: - Construction of paved roads/Stated in Section 2.8.2.1 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. - Construction of all types bridges, tunnels and flood protection dams /Stated in Section 2.8.2.3 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. - Repair and maintenance of all types of roads, road structures bridges, tunnels, underpasses /Stated in Section 2.8.2.5 of Regulation licensing procedure for provision of Feasibility Study and Designing, Construction, Maintenance and Repair, Technical and Technological Supervision Services for the roads and road facilities. The licenses shall be valid during the bid validity period. If the licenses are expired during this period, the decision of relevant authorities on extension of the license shall be submitted prior to expiration of the above-named licenses. Such licenses shall not be required from foreign bidders. Foreign bidders shall associate with national bidders as (i) partners in the form of joint venture, or (ii) sub-contractors, who possesses the above mentioned and valid licenses. Any bid not accompanied by the compliant licenses shall be rejected by the Employer as nonresponsive. 5. To obtain information and inspect the Bidding Documents, Bidders should contact: B. To purchase the Bidding Documents in English, eligible Bidders should: • Write to the address above requesting for Bidding Documents for Reconstruction of Route UB-Darkhan road indicating lots; and • Pay a nonrefundable fee of USD 100 or MNT 285000 by cash per Contract. The Bidding Document shall comprise the Commercial Parts (which are common for all Contracts and include Section 1-5 and Section 7-9) and Technical Parts (which include Section 6-Employer-s Requirements of the respective Contract). If Courier service is required, an extra fee will be needed for domestic and international delivery. 7. Deliver your bid to the above-mentioned address, on or before the deadline 11:00 Hours Ulaanbaatar time (GMT+8) on 5 March 2021, together with Bid Security as described in the Bidding Documents. Bid opening will take place electronically. Electronic bid opening procedure shall be as follows: All bidders shall have the option of viewing the opening via zoom online meeting application.
