• Legal Compliance Monitoring System Firm Deadline of Submitting EOI: 29-Dec-2022 11:59 PM Manila local time Estimated Commencement Date: 02-Jan-2023 Estimated Commencement Date: 473,975 USD Engagement Period: 14 MONTH Objective and Purpose of the Assignment The objective of this consulting assignment is to lead the timely and effective delivery of TA Output 1, including the targets and indicators listed in the TA design and monitoring framework ―to achieve the TA outcome based on international best practices and principles. The quality− and cost−based selection method with a quality-cost ratio of 90:10 and using simplified technical proposals will be used to recruit a firm. Output-based proposals will be requested from short-listed applicants. Under this approach, firms will select the types and number of experts and skills required to achieve the consultancy deliverables, except for a minimum list of “key experts,” which all applicants are required to include in their proposals. Through this approach, ADB expects a more robust use of in-house expertise from consultant firms and more significant innovation and originality in the proposals to achieve the deliverables. National inputs are required; however, international inputs can be proposed if necessary (Section C. 5). The proposing entity will: (i) clearly describe the proposed business approach, e.g., a joint venture between firms or a national firm which subcontracts international specialist(s); and (ii) ensure that the entity has the logistical capacity, field equipment, and office equipment to undertake the project. Additional key or non-key experts required to achieve the TA Outputs will be identified by proposing firms and included in their technical and financial proposals, personnel work plan, and schedule following their proposed approach and methodology. The proposing firm must determine and indicate the number of person-months required for each expert and source for some key experts where indicated. All experts engaged under the contract, whether key or non-key experts, must be citizens of ADB member countries. If the proposing entity comprises a joint venture between firms, the proposal will identify the roles and responsibilities of each venture partner and all persons to be mobilized for the consultancy.
