- Expression of Interest are invited for Environmental and Social (E&S) Scoping Consultant for Emeelt Eco-Industrial Park (EIP) in Mongolia. Assignment Description : - Ulaanbaatar is the political, financial, and industrial center of Mongolia. It is home to 1.5 million people, almost half of the countrys population. Significant growth and industrial activities have contributed to soil pollution, riverbank erosion, and decline of water quality jeopardizing urban water security. Much of the countrys leather and wool processing is concentrated in Ulaanbaatar and is highly polluting. The industry is dominated by small and medium enterprises, which in aggregate contribute to 1.75% of the national GDP and employ 15,000 people (MOFALI, 2021). There is limited value addition, with only 15 and 30% of outputs being finished goods in the leather and wool/cashmere sectors, respectively. Majority of the exports constitute of skins, hides and wool that has only undergone primary processing with limited value addition. Inadequately treated effluents from leather tanneries and wool processing firms contributes to extensive soil contamination and water pollution with adverse impacts on health. To address these twin issues of improving competitiveness of the leather and wool sectors and addressing urban industrial pollution, the GOM, specifically, Ministry of Finance (MOF) and Municipality of Ulaanbaatar (MUB) have requested World Bank Group support for establishing an industrial park away from the city and relocating tannery and wool processing firms from the tannery zone. MUB has prepared a pre-feasibility study for the Project covering market assessment, technical and financial analysis. In this context, the International Financial Corporation (IFC) is seeking the services of a specialized Environment & Social (E&S) Consultant firm that will assist IFC with E&S due diligence of the project, which will include review of existing environmental studies/ E&S documents, site visit for identification of key E&S risks, outline possible mitigations, determination of relevant IFC E&S Performance Standards (PSs), undertake preliminary stakeholder analysis, brief gap analysis of relevant E&S national regulation with relevant IFC Performance Standards, and preliminary cost associated with closing the gaps and preparing ToRs for additional E&S studies as required.
